Changing Windows 2000 Daylight Savings Time configuration
Microsoft no longer provides updates for Daylight Savings Time for Windows 2000. The instructions presented here and on pages reference here describe how you can change the DST settings on your Windows 2000 computer.

The conditions for the beginning and end of Daylight Savings Time (DST) in the United States have changed, starting in 2007. Microsoft no longer provides updates on Daylight Savings Time for for Windows 2000. You therefore need to make the changes yourself. To change the timezone settings in Windows 2000 you can download a utility called tzedit.exe from Microsoft, either here [Download] or from the middle of this page . Run this program as the Administrator, highlight your timezone, and press the "Edit" button. You may then alter the conditions for the start and end of Daylight Savings Time (DST) in the US, or Summertime in Europe. Press "OK" to make the changes take effect.DST in the USA now begins at 2:00AM on the second Sunday in March, and ends at 2:00AM on the first Sunday in November.
This information is from Microsoft Support Knowledge Base article 914387: "How to configure daylight saving time for the United States in 2007" You will also find there more detailed instructions for distributing timezone changes to multiple networked computers at the same time.
Using tzedit.exe only changes your system clock. It does not change time settings used by application programs, such as Outlook. You may need to make further adjustments if you use Outlook or other programs which have an out of date idea of when DST begins.
